Update access rights

If you have any methods in system/conf/accessrights.xml that are set to use specializations, so that each topic and map type is listed (for example, <type name="concept">, <type name="task">, etc. rather than simply <type name="topic">), be sure to add appropriate entries for <type name="troubleshooting">.
